Initial deferred maintenance repairs were performed in 1996, directed at apparent concrete, waterproofing and expansion joint failures. During the repair work, subsequent evaluations revealed severe distress and localized failures in the post-tensioning cable anchorages. A detailed investigation confirmed the extent of distress, but also established that the post-tensioning reinforcing (P/T) system could be saved.

Formal P/T repairs began in 1997 at the 4th floor level, where the most extensive deterioration existed.  Final repairs were completed in 2000, with approximately 50% of the post-tensioning cable anchorages being replaced. Together with concrete and waterproofing repairs, the garage life has been extended by 25 years.
